關于進一步深化農村改革
扎實推進鄉村全面振興的意見

實現中(zhong)(zhong)(zhong)國(guo)式現代(dai)化(hua),必須(xu)加快推(tui)進(jin)鄉(xiang)村全(quan)面(mian)(mian)振興。當前,農(nong)(nong)(nong)業再獲(huo)豐(feng)收,農(nong)(nong)(nong)村和諧(xie)穩定,同時(shi)(shi)國(guo)際環境復雜嚴峻(jun),我國(guo)發(fa)展(zhan)面(mian)(mian)臨的(de)(de)不確(que)定難(nan)預(yu)料因素增(zeng)(zeng)多(duo)。越是應對風險(xian)挑戰(zhan),越要(yao)夯實“三農(nong)(nong)(nong)”工(gong)作(zuo)基礎。做好2025年及今后一(yi)個時(shi)(shi)期(qi)“三農(nong)(nong)(nong)”工(gong)作(zuo),要(yao)堅(jian)持(chi)以習(xi)近平新(xin)(xin)時(shi)(shi)代(dai)中(zhong)(zhong)(zhong)國(guo)特色社會主(zhu)義思想(xiang)為(wei)(wei)指(zhi)導(dao)(dao),全(quan)面(mian)(mian)貫徹落實黨的(de)(de)二(er)十大和二(er)十屆二(er)中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)全(quan)會精(jing)神,深入貫徹落實習(xi)近平總書記關(guan)于“三農(nong)(nong)(nong)”工(gong)作(zuo)的(de)(de)重要(yao)論述和重要(yao)指(zhi)示精(jing)神,堅(jian)持(chi)和加強黨對“三農(nong)(nong)(nong)”工(gong)作(zuo)的(de)(de)全(quan)面(mian)(mian)領導(dao)(dao),完(wan)整準確(que)全(quan)面(mian)(mian)貫徹新(xin)(xin)發(fa)展(zhan)理念,堅(jian)持(chi)穩中(zhong)(zhong)(zhong)求進(jin)工(gong)作(zuo)總基調,堅(jian)持(chi)農(nong)(nong)(nong)業農(nong)(nong)(nong)村優先發(fa)展(zhan),堅(jian)持(chi)城鄉(xiang)融合發(fa)展(zhan),堅(jian)持(chi)守正創新(xin)(xin),錨定推(tui)進(jin)鄉(xiang)村全(quan)面(mian)(mian)振興、建設(she)農(nong)(nong)(nong)業強國(guo)目(mu)標,以改革(ge)開放和科(ke)技創新(xin)(xin)為(wei)(wei)動(dong)力(li),鞏固和完(wan)善農(nong)(nong)(nong)村基本(ben)經營制(zhi)度,深入學習(xi)運用“千萬工(gong)程”經驗,確(que)保(bao)國(guo)家(jia)糧(liang)食安全(quan),確(que)保(bao)不發(fa)生規模性返貧致貧,提升鄉(xiang)村產業發(fa)展(zhan)水平、鄉(xiang)村建設(she)水平、鄉(xiang)村治理水平,千方百計推(tui)動(dong)農(nong)(nong)(nong)業增(zeng)(zeng)效益、農(nong)(nong)(nong)村增(zeng)(zeng)活(huo)力(li)、農(nong)(nong)(nong)民增(zeng)(zeng)收入,為(wei)(wei)推(tui)進(jin)中(zhong)(zhong)(zhong)國(guo)式現代(dai)化(hua)提供基礎支撐。
一、持續增強糧食等重要農產品供給保障能力
(一)深入推進糧油作物大面積單產提升行動。穩定糧(liang)食(shi)播種面(mian)積,主攻單(dan)產(chan)(chan)(chan)(chan)(chan)和品質提升(sheng),確保糧(liang)食(shi)穩產(chan)(chan)(chan)(chan)(chan)豐產(chan)(chan)(chan)(chan)(chan)。進(jin)(jin)(jin)一步擴(kuo)大(da)糧(liang)食(shi)單(dan)產(chan)(chan)(chan)(chan)(chan)提升(sheng)工程實(shi)施規模,加(jia)大(da)高產(chan)(chan)(chan)(chan)(chan)高效模式集(ji)成(cheng)推(tui)廣(guang)力度,推(tui)進(jin)(jin)(jin)水肥一體化,促進(jin)(jin)(jin)大(da)面(mian)積增(zeng)產(chan)(chan)(chan)(chan)(chan)。加(jia)力落實(shi)新(xin)一輪千億斤糧(liang)食(shi)產(chan)(chan)(chan)(chan)(chan)能提升(sheng)任務。多措并舉鞏固大(da)豆擴(kuo)種成(cheng)果(guo),挖掘(jue)油(you)菜、花生擴(kuo)種潛力,支持發(fa)展油(you)茶等木(mu)本油(you)料。推(tui)動棉花、糖料、天然橡膠等穩產(chan)(chan)(chan)(chan)(chan)提質。
(二)扶持畜牧業穩定發展。做(zuo)好(hao)生(sheng)豬產(chan)能監測(ce)和調(diao)控(kong),促進平穩(wen)發(fa)(fa)展。推進肉牛(niu)(niu)、奶(nai)牛(niu)(niu)產(chan)業(ye)紓困,穩(wen)定(ding)基礎產(chan)能。落實滅(mie)菌乳國家(jia)(jia)標準,支(zhi)持以家(jia)(jia)庭農場(chang)和農民合作社為主(zhu)體的奶(nai)業(ye)養殖(zhi)加工一體化(hua)發(fa)(fa)展。嚴格生(sheng)豬屠宰(zai)檢疫執法監管,強化(hua)重大動物疫病和重點人畜共患(huan)病防控(kong)。提升飼草生(sheng)產(chan)能力,加快草原畜牧業(ye)轉型升級(ji)。
(三)強化耕地保護和質量提升。嚴格耕(geng)地總量(liang)管控和(he)“以補(bu)定占(zhan)(zhan)”,將各(ge)類(lei)耕(geng)地占(zhan)(zhan)用(yong)納入占(zhan)(zhan)補(bu)平(ping)衡統一管理,確(que)保省域(yu)內(nei)年度耕(geng)地總量(liang)動態平(ping)衡。完善(shan)補(bu)充耕(geng)地質(zhi)量(liang)評價(jia)和(he)驗收標(biao)(biao)準(zhun)。持續整治(zhi)“大(da)棚房”、侵(qin)占(zhan)(zhan)耕(geng)地“挖湖造(zao)景”、亂占(zhan)(zhan)耕(geng)地建(jian)房等問題,堅(jian)決遏(e)制(zhi)破壞耕(geng)地違法行為。制(zhi)定基本農作物(wu)目(mu)錄,建(jian)立耕(geng)地種植用(yong)途監測體系。分類(lei)有序做好耕(geng)地“非糧化(hua)(hua)(hua)”整改,結(jie)合(he)(he)產業發(fa)展實際、作物(wu)生長周(zhou)期(qi)等設置(zhi)必要的過渡期(qi)。高(gao)質(zhi)量(liang)推進(jin)高(gao)標(biao)(biao)準(zhun)農田建(jian)設,優化(hua)(hua)(hua)建(jian)設內(nei)容,完善(shan)農民全(quan)(quan)過程(cheng)參與項目(mu)實施(shi)機(ji)制(zhi),強(qiang)(qiang)化(hua)(hua)(hua)工程(cheng)質(zhi)量(liang)全(quan)(quan)流程(cheng)監管。穩步推進(jin)鹽堿地綜合(he)(he)利(li)用(yong)試(shi)點,加強(qiang)(qiang)東北黑(hei)土區侵(qin)蝕(shi)溝(gou)、南方酸化(hua)(hua)(hua)退化(hua)(hua)(hua)耕(geng)地治(zhi)理。分類(lei)推進(jin)撂荒(huang)地復(fu)墾利(li)用(yong)。在確(que)保省域(yu)內(nei)耕(geng)地保護任務(wu)不降低前(qian)提下,穩妥有序退出河道內(nei)影響行洪安全(quan)(quan)等的不穩定耕(geng)地。加強(qiang)(qiang)傳統梯(ti)田保護。
(四)推進農業科技力量協同攻關。以科(ke)技(ji)創新引領先(xian)進(jin)(jin)生(sheng)產(chan)要素集聚,因地制宜(yi)發(fa)展(zhan)農(nong)業新質生(sheng)產(chan)力(li)。瞄準加快(kuai)突(tu)破(po)關(guan)鍵核心技(ji)術,強化(hua)農(nong)業科(ke)研(yan)資源力(li)量統籌,培育農(nong)業科(ke)技(ji)領軍企業。深入實施(shi)種業振興行動,發(fa)揮“南繁(fan)硅谷”等重大農(nong)業科(ke)研(yan)平臺作用(yong),加快(kuai)攻克一(yi)批(pi)突(tu)破(po)性品(pin)種。繼續推(tui)進(jin)(jin)生(sheng)物育種產(chan)業化(hua)。推(tui)動農(nong)機裝備(bei)高質量發(fa)展(zhan),加快(kuai)國產(chan)先(xian)進(jin)(jin)適用(yong)農(nong)機裝備(bei)等研(yan)發(fa)應(ying)用(yong),推(tui)進(jin)(jin)老(lao)舊農(nong)機報廢更(geng)新。支持發(fa)展(zhan)智慧農(nong)業,拓展(zhan)人工智能、數據、低空等技(ji)術應(ying)用(yong)場景。
(五)加強農業防災減災能力建設。強(qiang)(qiang)化氣(qi)象為農服務(wu),加(jia)強(qiang)(qiang)災(zai)(zai)害風險(xian)監測預(yu)警預(yu)報(bao),用好區(qu)域農業社會化服務(wu)中(zhong)心等力量,最大(da)程度減(jian)輕災(zai)(zai)害損失(shi)。建設現代化防(fang)洪(hong)減(jian)災(zai)(zai)體(ti)系(xi),全面(mian)開(kai)展(zhan)病險(xian)水庫除險(xian)加(jia)固,加(jia)強(qiang)(qiang)中(zhong)小河流(liu)治(zhi)理和大(da)中(zhong)型灌區(qu)建設改造,推(tui)進蓄滯洪(hong)區(qu)關鍵設施(shi)(shi)建設和管理機制改革(ge)。加(jia)強(qiang)(qiang)平原(yuan)澇區(qu)治(zhi)理,推(tui)進農田(tian)水利設施(shi)(shi)建設和溝渠(qu)整治(zhi),加(jia)快修復災(zai)(zai)毀農田(tian)及灌排設施(shi)(shi)。加(jia)強(qiang)(qiang)農田(tian)防(fang)護(hu)林建設。做好農作物病蟲害監測預(yu)警和統(tong)防(fang)統(tong)治(zhi)。提升森林草(cao)原(yuan)防(fang)滅火(huo)能力。
(六)健全糧食生產支持政策體系。落實(shi)稻(dao)谷(gu)、小麥最低收購價政策,完善玉(yu)(yu)米大(da)豆(dou)(dou)生產(chan)者補(bu)貼(tie)、稻(dao)谷(gu)補(bu)貼(tie)政策,穩定耕(geng)地(di)(di)地(di)(di)力保(bao)(bao)護補(bu)貼(tie)政策。降低產(chan)糧(liang)大(da)縣(xian)(xian)農業保(bao)(bao)險縣(xian)(xian)級保(bao)(bao)費補(bu)貼(tie)承擔(dan)比(bi)例(li),推動(dong)擴(kuo)大(da)稻(dao)谷(gu)、小麥、玉(yu)(yu)米、大(da)豆(dou)(dou)完全成本保(bao)(bao)險和種植收入保(bao)(bao)險投保(bao)(bao)面積(ji)。鼓(gu)勵地(di)(di)方開展糧(liang)油種植專項(xiang)貸款貼(tie)息試點(dian)。健全糧(liang)食主產(chan)區獎補(bu)激勵制(zhi)度,加大(da)對產(chan)糧(liang)大(da)縣(xian)(xian)支持。啟動(dong)實(shi)施(shi)(shi)中央統籌下的糧(liang)食產(chan)銷區省際(ji)橫向利(li)益補(bu)償,做好資金(jin)籌集和分(fen)配(pei)。逐步擴(kuo)大(da)產(chan)糧(liang)大(da)縣(xian)(xian)公共(gong)服務能力提(ti)升(sheng)行動(dong)實(shi)施(shi)(shi)范圍。
(七)完善農產品貿易與生產協調機制。綜合施策推動(dong)糧(liang)(liang)(liang)食(shi)等重要農(nong)(nong)產品(pin)價格(ge)保持在合理水平(ping),穩定(ding)市場供需(xu),保護種糧(liang)(liang)(liang)農(nong)(nong)民積極(ji)性,維護好農(nong)(nong)民利益。嚴厲打擊農(nong)(nong)產品(pin)走(zou)私等違法行(xing)為。加強(qiang)口岸生物(wu)安全(quan)體(ti)系建設。健全(quan)農(nong)(nong)產品(pin)產業損害預警體(ti)系。有序做好糧(liang)(liang)(liang)食(shi)收購,強(qiang)化儲備糧(liang)(liang)(liang)監管(guan)。加強(qiang)農(nong)(nong)產品(pin)市場信息發(fa)布和預期引(yin)導。
(八)構建多元化食物供給體系。踐(jian)行大農(nong)業觀、大食(shi)物(wu)(wu)觀,全方位多(duo)途徑開(kai)發(fa)(fa)食(shi)物(wu)(wu)資源(yuan)。加強蔬菜應急(ji)保供(gong)基地(di)建(jian)設(she)(she),實施大中(zhong)城市周邊現代設(she)(she)施農(nong)業更新工程(cheng)。促進(jin)漁業高質量(liang)發(fa)(fa)展,支持(chi)發(fa)(fa)展深遠海(hai)養(yang)殖,建(jian)設(she)(she)海(hai)上牧場。發(fa)(fa)展森林食(shi)品(pin)(pin)(pin),豐富“森林糧庫”。推動食(shi)用(yong)菌(jun)產(chan)(chan)業提質增效,促進(jin)藻(zao)類食(shi)物(wu)(wu)開(kai)發(fa)(fa)。培育發(fa)(fa)展生物(wu)(wu)農(nong)業,開(kai)拓新型食(shi)品(pin)(pin)(pin)資源(yuan)。加快建(jian)立糧食(shi)和大食(shi)物(wu)(wu)統計監(jian)測體(ti)系。強化食(shi)品(pin)(pin)(pin)安全和農(nong)產(chan)(chan)品(pin)(pin)(pin)質量(liang)安全監(jian)管,深化農(nong)產(chan)(chan)品(pin)(pin)(pin)藥(yao)物(wu)(wu)殘(can)留治理,推進(jin)獸用(yong)抗菌(jun)藥(yao)減量(liang)使用(yong)。
(九)健全糧食和食物節約長效機制。扎實推(tui)(tui)進糧食節約(yue)和反食品浪費行動(dong),建立健全激(ji)勵約(yue)束機制。大力(li)提(ti)倡健康飲食,加(jia)強公共(gong)食堂(tang)、餐飲機構(gou)等(deng)用油指導,推(tui)(tui)廣(guang)減油減鹽減糖(tang)和全谷物等(deng)膳食。推(tui)(tui)動(dong)糧食機收減損、適度加(jia)工和科學(xue)儲存(cun)。
二、持續鞏固拓展脫貧攻堅成果
(十)守牢不發生規模性返貧致貧底線。持續鞏(gong)固提(ti)升(sheng)(sheng)“三保障”和飲水安全保障成果,加強(qiang)易(yi)地搬(ban)遷后續扶(fu)(fu)持,防(fang)(fang)止(zhi)思(si)想松(song)懈、工作(zuo)松(song)勁(jing)。提(ti)升(sheng)(sheng)防(fang)(fang)止(zhi)返貧(pin)致貧(pin)監測幫扶(fu)(fu)效能(neng),及時將存(cun)在(zai)返貧(pin)致貧(pin)風險的農戶納(na)入(ru)幫扶(fu)(fu)。深入(ru)開展(zhan)防(fang)(fang)止(zhi)返貧(pin)就(jiu)業攻堅行動,增強(qiang)幫扶(fu)(fu)車間就(jiu)業吸納(na)能(neng)力,穩定脫貧(pin)人口務工規模和收入(ru)。按照鞏(gong)固、升(sheng)(sheng)級、盤活、調整原(yuan)則,分(fen)類(lei)推進幫扶(fu)(fu)產(chan)業提(ti)質增效。深入(ru)開展(zhan)科技、醫療、教育干部人才(cai)“組(zu)團式”幫扶(fu)(fu)。加強(qiang)消費(fei)幫扶(fu)(fu)平臺企業和產(chan)品(pin)管理。
(十一)統籌建立農村防止返貧致貧機制和低收入人口、欠發達地區分層分類幫扶制度。開(kai)展鞏(gong)固拓展脫貧(pin)攻堅成果同鄉村(cun)振(zhen)興(xing)有效銜接總體評(ping)估,研(yan)究制(zhi)定過(guo)(guo)渡期后幫扶(fu)(fu)政(zheng)策體系。統(tong)籌開(kai)展農(nong)村(cun)低收入(ru)人口及防止(zhi)返貧(pin)致貧(pin)對象(xiang)的識別認(ren)定。注(zhu)重激發內(nei)生動力,強化對有勞動能力的農(nong)村(cun)低收入(ru)人口的開(kai)發式幫扶(fu)(fu),加強社(she)會(hui)救助兜底保障,支持(chi)(chi)欠發達地區振(zhen)興(xing)發展,建立分層分類幫扶(fu)(fu)制(zhi)度,通過(guo)(guo)東西(xi)部(bu)協作、定點幫扶(fu)(fu)等機(ji)制(zhi)給予差異化支持(chi)(chi)。
(十二)健全脫貧攻堅國家投入形成資產的長效管理機制。全(quan)面清查脫貧攻堅國家投入形(xing)成資(zi)(zi)產(chan),建立(li)統一的資(zi)(zi)產(chan)登記管(guan)(guan)理臺賬。制(zhi)定幫扶項目(mu)資(zi)(zi)產(chan)管(guan)(guan)理辦法,健全(quan)資(zi)(zi)產(chan)形(xing)成、確權(quan)移交、管(guan)(guan)護運營(ying)、收益分(fen)配等全(quan)程(cheng)監管(guan)(guan)制(zhi)度,推動經(jing)營(ying)性資(zi)(zi)產(chan)保值增效、公益性資(zi)(zi)產(chan)持(chi)續發(fa)揮作用。完善資(zi)(zi)產(chan)分(fen)類(lei)處置(zhi)制(zhi)度,支持(chi)各地(di)盤活(huo)低效閑置(zhi)資(zi)(zi)產(chan)。
三、著力壯大縣域富民產業
(十三)發展鄉村特色產業。堅持按市場規律辦(ban)事,大力發(fa)展(zhan)綠色(se)、特(te)色(se)農(nong)產(chan)(chan)品(pin)種養(yang),推進農(nong)產(chan)(chan)品(pin)加工業(ye)(ye)(ye)轉型升(sheng)級,實施農(nong)業(ye)(ye)(ye)品(pin)牌(pai)精品(pin)培育(yu)(yu)計劃,打造特(te)色(se)農(nong)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)集群,提升(sheng)農(nong)業(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)化水平。深(shen)(shen)入實施農(nong)村(cun)產(chan)(chan)業(ye)(ye)(ye)融(rong)合(he)發(fa)展(zhan)項(xiang)目,培育(yu)(yu)鄉(xiang)(xiang)村(cun)新(xin)產(chan)(chan)業(ye)(ye)(ye)新(xin)業(ye)(ye)(ye)態(tai)。推進鄉(xiang)(xiang)村(cun)文化和(he)(he)旅游深(shen)(shen)度融(rong)合(he),開展(zhan)文化產(chan)(chan)業(ye)(ye)(ye)賦(fu)能鄉(xiang)(xiang)村(cun)振興試點,提升(sheng)鄉(xiang)(xiang)村(cun)旅游特(te)色(se)化、精品(pin)化、規范化水平。加快構建(jian)(jian)農(nong)產(chan)(chan)品(pin)和(he)(he)農(nong)資現(xian)代流通(tong)網絡(luo),支持各(ge)類(lei)主體協同(tong)共建(jian)(jian)供(gong)應鏈。推動(dong)農(nong)村(cun)電商高質(zhi)量發(fa)展(zhan)。
(十四)完善聯農帶農機制。健(jian)全(quan)新型農(nong)業(ye)經營主體扶持政策同帶動農(nong)戶(hu)增收掛鉤(gou)機制,將聯農(nong)帶農(nong)作(zuo)為政策傾斜(xie)的重要依據。引(yin)導(dao)(dao)企(qi)業(ye)、農(nong)民(min)合(he)作(zuo)社(she)、家庭農(nong)場與(yu)農(nong)戶(hu)等緊密聯合(he)與(yu)合(he)作(zuo),通過保底(di)分紅、入股(gu)參(can)股(gu)、服(fu)務帶動等方式,讓農(nong)民(min)更(geng)多分享產業(ye)增值收益。規范(fan)和引(yin)導(dao)(dao)農(nong)業(ye)農(nong)村領域(yu)社(she)會投資,健(jian)全(quan)風(feng)險(xian)防(fang)范(fan)機制。
(十五)拓寬農民增收渠道。引導農(nong)民發(fa)展(zhan)適合家庭經(jing)營的(de)產業(ye)(ye)項目(mu),因(yin)地制宜發(fa)展(zhan)庭院(yuan)經(jing)濟(ji)、林下經(jing)濟(ji)、民宿經(jing)濟(ji)。加大(da)穩(wen)崗就(jiu)業(ye)(ye)政(zheng)策支持(chi)力度(du),強(qiang)(qiang)化就(jiu)業(ye)(ye)服務(wu)(wu)和勞(lao)務(wu)(wu)協(xie)作,培育推介特色勞(lao)務(wu)(wu)品牌(pai)。推進(jin)家政(zheng)興農(nong)行動。加強(qiang)(qiang)大(da)齡農(nong)民工(gong)(gong)就(jiu)業(ye)(ye)扶持(chi)。推動農(nong)民工(gong)(gong)工(gong)(gong)資支付保障制度(du)全面覆蓋和有效運轉(zhuan),依(yi)法糾治各類(lei)欠薪問(wen)題。發(fa)展(zhan)各具(ju)特色的(de)縣域經(jing)濟(ji),支持(chi)發(fa)展(zhan)就(jiu)業(ye)(ye)容量大(da)的(de)富(fu)民產業(ye)(ye),促(cu)進(jin)農(nong)民就(jiu)近就(jiu)業(ye)(ye)增收。實施數字鄉村(cun)強(qiang)(qiang)農(nong)惠農(nong)富(fu)農(nong)專項行動。擴大(da)以工(gong)(gong)代(dai)賑項目(mu)實施規模,在(zai)重點工(gong)(gong)程(cheng)項目(mu)和農(nong)業(ye)(ye)農(nong)村(cun)基礎設施建(jian)設領域推廣以工(gong)(gong)代(dai)賑。
四、著力推進鄉村建設

六、著力健全要素保障和優化配置體制機制
(二十五)穩定和完善農村土地承包關系。堅持(chi)(chi)“大(da)穩定、小調(diao)整”,有序推進(jin)第二輪(lun)土地(di)承(cheng)包到期后再延長三(san)十年試(shi)點(dian),擴大(da)整省試(shi)點(dian)范圍,妥善化(hua)解延包中(zhong)的矛盾糾紛,確保絕大(da)多數(shu)農(nong)(nong)(nong)戶(hu)承(cheng)包地(di)總(zong)體順延、保持(chi)(chi)穩定。健全承(cheng)包地(di)經(jing)營(ying)權流(liu)轉(zhuan)(zhuan)管理服務制(zhi)度,不得(de)通過下指標、定任務等方(fang)式(shi)推動(dong)土地(di)流(liu)轉(zhuan)(zhuan)。鼓勵(li)通過發布流(liu)轉(zhuan)(zhuan)價格(ge)指數(shu)、實物計(ji)租等方(fang)式(shi),推動(dong)流(liu)轉(zhuan)(zhuan)費用穩定在(zai)合理水平。培育新型農(nong)(nong)(nong)業經(jing)營(ying)主體,提高農(nong)(nong)(nong)業社會(hui)化(hua)服務質(zhi)效,增強(qiang)帶動(dong)農(nong)(nong)(nong)戶(hu)能(neng)力。
(二十六)管好用好農村資源資產。扎實(shi)做好(hao)房(fang)地(di)一體(ti)(ti)宅(zhai)基(ji)地(di)確(que)權登記頒證。探索農戶合法擁有(you)的住房(fang)通過出(chu)租、入股、合作等方式盤活利用(yong)的有(you)效實(shi)現形式。不(bu)允許城(cheng)鎮居民到農村購(gou)買農房(fang)、宅(zhai)基(ji)地(di),不(bu)允許退休(xiu)干(gan)部到農村占地(di)建房(fang)。有(you)序推(tui)進(jin)農村集(ji)體(ti)(ti)經營(ying)性(xing)建設用(yong)地(di)入市改革,健全收益(yi)分配和(he)(he)權益(yi)保護(hu)機制。因地(di)制宜發展(zhan)新(xin)(xin)型農村集(ji)體(ti)(ti)經濟,不(bu)對集(ji)體(ti)(ti)收入提硬性(xing)目(mu)標,嚴控集(ji)體(ti)(ti)經營(ying)風險和(he)(he)債務。持續深化(hua)農村集(ji)體(ti)(ti)資(zi)金、資(zi)產和(he)(he)資(zi)源管(guan)理(li)(li)(li)專(zhuan)項治(zhi)理(li)(li)(li)。推(tui)進(jin)新(xin)(xin)增耕地(di)規范管(guan)理(li)(li)(li)和(he)(he)合理(li)(li)(li)利用(yong)。

(二十八)完善鄉村人才培育和發展機制。實(shi)施鄉(xiang)村(cun)振興(xing)人(ren)才(cai)支持計劃(hua)(hua),加強農民(min)技(ji)術技(ji)能培訓,壯(zhuang)大農村(cun)各類專(zhuan)業人(ren)才(cai)和(he)實(shi)用人(ren)才(cai)隊伍。推(tui)進鄉(xiang)村(cun)工匠培育工程。以產業需求為導向,優化調(diao)整涉農學(xue)科專(zhuan)業。提升涉農職業教(jiao)育水平(ping),鼓(gu)勵(li)職業學(xue)校與(yu)農業企業等組建產教(jiao)聯合體。扎實(shi)推(tui)進“三(san)支一扶”計劃(hua)(hua)、科技(ji)特(te)派員、特(te)崗計劃(hua)(hua)、大學(xue)生(sheng)志(zhi)愿(yuan)服務(wu)(wu)(wu)西部計劃(hua)(hua)等基(ji)層服務(wu)(wu)(wu)項(xiang)目。深入實(shi)施鄉(xiang)村(cun)巾幗追(zhui)夢人(ren)計劃(hua)(hua)和(he)鄉(xiang)村(cun)振興(xing)青春建功行動。支持科技(ji)小院(yuan)扎根農村(cun)助農惠農。繼續實(shi)施大學(xue)生(sheng)鄉(xiang)村(cun)醫生(sheng)專(zhuan)項(xiang)計劃(hua)(hua)。鼓(gu)勵(li)和(he)引導城市人(ren)才(cai)服務(wu)(wu)(wu)鄉(xiang)村(cun),健全(quan)評聘激勵(li)機制。
(二十九)統籌推進林業、農墾和供銷社等改革。深化(hua)集體(ti)林權制度改(gai)(gai)革(ge)(ge)(ge),調整(zheng)優(you)化(hua)林木采伐管(guan)(guan)理制度,賦予權利(li)人更加(jia)充分的林木處置權和(he)收益權。深化(hua)農(nong)(nong)墾改(gai)(gai)革(ge)(ge)(ge),健全資產監(jian)管(guan)(guan)和(he)公(gong)司(si)治(zhi)理等(deng)體(ti)制機制。完(wan)善國有農(nong)(nong)用(yong)(yong)地權利(li)體(ti)系,促進規范管(guan)(guan)理利(li)用(yong)(yong)。推進供銷社綜合(he)改(gai)(gai)革(ge)(ge)(ge)。深化(hua)農(nong)(nong)業水(shui)(shui)價綜合(he)改(gai)(gai)革(ge)(ge)(ge)和(he)用(yong)(yong)水(shui)(shui)權改(gai)(gai)革(ge)(ge)(ge),加(jia)強取(qu)用(yong)(yong)水(shui)(shui)管(guan)(guan)理,持續(xu)推進地下水(shui)(shui)超采治(zhi)理,推廣運用(yong)(yong)節水(shui)(shui)灌溉技術。
(三十)健全農業轉移人口市民化機制。推動轉(zhuan)(zhuan)移(yi)支付、新增建(jian)設(she)用地指標(biao)、基礎設(she)施建(jian)設(she)投(tou)資等與農業(ye)(ye)轉(zhuan)(zhuan)移(yi)人口市(shi)民(min)化掛鉤。完善全國(guo)公(gong)開統(tong)一的(de)(de)戶籍管理政務服務平臺,推行由常住(zhu)地登記戶口提(ti)供基本公(gong)共服務制(zhi)度。鼓勵有條件的(de)(de)城市(shi)逐步將(jiang)穩定就(jiu)業(ye)(ye)生活的(de)(de)農業(ye)(ye)轉(zhuan)(zhuan)移(yi)人口納(na)入城市(shi)住(zhu)房保障政策范圍。進(jin)一步提(ti)高農業(ye)(ye)轉(zhuan)(zhuan)移(yi)人口義務教育階(jie)段隨遷子女在流入地公(gong)辦(ban)學校就(jiu)讀比例。全面(mian)取消在就(jiu)業(ye)(ye)地參保戶籍限制(zhi)。依法維(wei)護進(jin)城落戶農民(min)的(de)(de)土地承包權、宅基地使用權、集(ji)體收(shou)益分配權,探索建(jian)立自愿有償退出的(de)(de)辦(ban)法。
